The problem
Inclusion goals are easy to set and hard to measure.
Under the Disability Inclusion Act 2014, councils report on DIAP progress each year — but most don’t have a current, searchable dataset of accessible venues, facilities and community spaces. Commissioning physical audits of every location is expensive and dates quickly, and without baseline data it’s hard to show progress or find the gaps.
